My account got hacked and someone put changed my password and put the 2nd authentication but i managed to reset my password (7 days) and put for myself the 2nd authenticator (both password and email) and terminate all active sessions. If there are important assets on your telegram, you should delete your account. If the recovery email is not yours; that's too bad for you. if delete is possible you should delete your account. And Telegram is over secretive with its privacy policy. My telegram wont connect to server on pc and android. I also tried telegram web / telegram.org with a timed out error.
